Software Developer

 

 

 

The Sr. Software Developer is part of a team responsible for linking computer technology decision making and investments with a state or states Unemployment insurance technical business strategy. The individual is responsible for organizing and guiding a consensus of decisions on policies, principles, services, standards, guidelines, and common solutions for the betterment of the organization and state UI agencies.  The Sr. Software Developer is responsible for working with both internal and external partners to further the capabilities of existing products and tools.  The Sr. Software Developer will work closely with states, steering committees, internal partners, and the U.S. Department of Labor to understand required development needs and enhancements.

 

Tasks and responsibilities undertaken by this position include development of internal tools that are used by state Workforce agencies, Proposal Evaluations, Use Case and Requirements Development, hands-on Quality Assurance support during the design, development, implementation, and operation of projects.  Support of existing platforms and monitoring of all environments supporting development and productions.

This is a remote position.  The individual selected will work from home. Travel is required for meetings, run workshops and training sessions for states and to work with State staff and their IT vendors on various UI IT initiatives.  In addition, the travel to Washington DC on an as needed basis to NASWA ITSC office is a requirement. (Travel expenses will be reimbursed). It is expected that the individual selected for this position will also work independently under contract with a state or group of states under the guidance of the Technology Director and Director of Software Services.

Requirements and Skills

  • Strong communication skills with ability to discuss technology with non-technical staff
  • Strong personal time management with project and work schedule.
  • Minimum of 10 years of hands on experience implementing and practicing different Object Oriented Technologies and programming methodologies
  • Minimum of 5 years of JAVA development experience.
  • Minimum 10 years of Knowledge of software design life cycle process using iterative development model.
  • Knowledge and familiarity Open Source products and frameworks.
  • Knowledge and familiarity with Service Oriented architecture and concepts
  • Knowledge and experience in Software Architecture and Design Patterns for large complex multi-tier applications.
  • Knowledge of web and application server platforms and configurations
  • Familiarity with testing tools, requirements tools, and design and coding tools.
  • Greater than 10 years of software development experience, including requirements definition, development, and testing.
  • Familiarity with .NET specifically C# design and development concepts
  • Familiarity with latest .Net framework
  • Design, build, and maintain efficient, reusable, and C# code
  • Identify bottlenecks and bugs associated with both Java and .Net platforms
  • Help maintain code quality, organization, and automation
  • Documents and demonstrates solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments and clear code.
  • Strong understanding of cloud environments, concepts, tools and implementation approaches
  • Familiarity with Unix and Linux based operating system
  • Familiarity with implementation and configuration of web and application servers
  • Strong verbal and written communication skills, including an ability to effectively communicate with both business and technical teams.
  • Ability to be hands on with every process of requirement gathering process facilitation, development of business Use Cases as well as other UML documentation.
  • Ability to recognize and identify risks and issues at all levels of project
  • Ability to operate across multiple projects concurrently and assume the responsibility for the appropriate technical and architectural implementation of projects.
  • Ability to compel issue resolution across assorted groups.
