Position Description/Responsibilities (CCC/Vendor)

The IV&V Manager provides leadership in best practices, project oversight, and metric reporting to executive management on behalf of the operating territories and enterprise practices.  This role will partner with the enterprise practice leaders and operational delivery leaders across the organization to develop and implement a comprehensive quality program across a range of challenging projects.  The role will evaluate projects in terms of technology, people, and process risk and provide an executive report on a periodic basis of project health and risk across the enterprise.  The basis for the evaluation will be based on compliance with recognized standards and practices.  They will assist in troubleshooting technical problems and make recommendations to improve the overall quality and ensure that deliverables have met the quality standard.  The IV&V manager will require an extensive information technology centric project management, critical thinking, independent decision making, and analytic problem solving skills coupled with business development and executive communication skills.


Duties and responsibilities

  1. Meet regularly with internal delivery teams to develop effective methods for assuring timely delivery of IV&V commitments around deliverables.
  2. Implements and provides guidance related to IV&V processes and policies and work with other department leaders to define, prioritize, and develop programs and initiatives.
  3. Develop and maintain high level work plans, risk management plans and schedules.
  4. Provides consultation to delivery staff in response to customer inquiries for delivery standards, and project standards and best practices
  5. Execute effective methods of communication among stakeholders.
  6. Maintains an up-to-date repository of project deliverable templates and best practice documentation.
  7. Lead operational and performance discussions with stakeholders through formal program performance reviews and technical planning meetings.
  8. Implements models to track delivery and project metrics.  
  9. Provides oversight and guidance to Practice Leads on development of best practices and policies, ensures that policies and procedures are developed, maintained and publicized.
  10. Provides thought leadership on the utilization of tools, techniques and standards for our Delivery Center teams. 
  11. Maintains a lessons learned database repository on delivered projects.
  12. Collaborate with other management to ensure the effective delivery of high quality products to our customers on time and budget.

Position Requirements/Technical Skills (CCC/Vendor)


  • Bachelor's Degree in Information Technology, Business, or related field and 5+ years related IT experience in a project management capacity, including all aspects of process development and execution and 2+ years in a leadership role OR 10+ years of related IT experience with %+ years in a leadership role.
  • Ability to lead multiple teams through to project completion. Experience providing guidance and direction to lower level technicians and specialists.
  • Performed work in establishing, managing, and/or executing a quality control, and quality assurance.
  • Performed work in a leadership role to include overseeing/leading the implementing project schedules, work breakdown structures, project management plans, performance management plans, operations management plans and methods for measuring team performance in the completion of contractually obligated deliverables.
  • At least five years’ experience using Microsoft Word and Excel to produce project documentation, schedules, briefings, performance models, and contract deliverables.

  • Strong understanding of the Software Development Life Cycle (SDLC)

  • Ability to set direction and implement policies and best practices
  • Knowledgeable in organizational change management, data warehousing, analytics and business intelligence, cyber security, and IT strategy


Skills – Preferred:

  • Microsoft Team Foundation Server
  • Management of Project Portfolio’s
  • Experience in both Agile and Waterfall delivery
  • Certifications in Project Management, Business Analysis, ITIL
